The Right to Access Information Contained in Archival Documents (Including the Information about the Special Military Operation) and How It Can Be Exercised by a Researcher

The article raises one of the currently most pressing issues of the relationship between archives and researchers. The task of archives includes both the preservation of the documentary heritage entrusted to them and the protection of that part of the information access to which is limited by the legislation of the Russian Federation. First of all, the article discusses issues of access to archival documents containing information about an individual’s personal and family secrets and their private life as well as the information that may pose a threat to their safety. The terms for restricting access to this type of information are explained through an analysis of specific regulatory legal acts. It is explained who and under what conditions has the right to access confidential information about a person and what legal means are available for obtaining the information necessary for a researcher’s work. The article discusses the specifics of accessing archival documents containing information about the special military operation. The article is addressed primarily to the researchers who use state and municipal archives and its goal is to explain to the rights and responsibilities of the users of archival information.
